You're probably right but do bear in mind most of these commercials (and other people's uploads covering the same thing) are from VHS that however carefully stored is at least 20 years old. When you combine that with the conversion to one of the standard digital formats upon transferring it to a PC via video card and THEN YouTube often recompress uploads anyway you're going to get a degradation in quality.
