You should read "Eco-Freaks" by Berlau. He points out that it was environmentalists who blocked the building of canals which might have protected New Orleans. Every time the state put forward a plan, the greenies blocked it with a lawsuit.

seriously, i'd rather have had the feds ignore blanco and just take charge of the situation when it became obvious that help was needed. if such action could have helped the people who were trapped, it would have been worth breaking with protocol. it would have been a win for the bushies too. anyone complaining about the feds overstepping their bounds in the face of such a disaster would have been waved off. sometimes ya gotta do the right thing & deal with the peanut gallery after the fact.
