I think his policies reflect those qualities I mentioned. Intelligent diplomat, temperant as commander. He sponsored the Global Poverty Act, Legislative Transparency and Accountability Act, Lugar-Obama Nonproliferation Legislation.. repeal backward tax incentives, aid veterans affairs, climate change education, reduction of lead in child facilities, women's and other civil rights.. there are several hundreds of bills to look at for starters.
