This is correct. If Fannie Mae had remained a public entity, it would never have gotten so efficient at packaging mortgages for low income households and subprime borrowers. Fannie Mae would have been a economic failure long ago and gone bankrupt.
Instead privatization allowed it to get somewhat good at what it did so that it could fail so spectacularly. Of course, it could also be incomplete privatization. I bet Dems had something to do with that.

Nixon, actually. The release of Fannie Mae from government control and the creation of Freddie Mac are both on him. Also the failure of the American Labour movement to make sure wages keep rising is a big part of it, because it means that the only way to ensure economic growth is through borrowing.
Roosevelt and arguably LBJ do bear some responsibility for propagating the myth that people are entitled to home ownership, but it mostly comes down to Nixon and Republican anti-labour elements.
