So basically there was a spying bill essecntial for national security (Madrid terrorist attack happened the next day) and the Attorney General became ill before the reuathorization deadline. They wanted the approval of the Justice Department so they took it to his hospital room for him to sign. He refused so the President decided to reauthorize the spy program without approval from the Justice Department but later got their approval after the Attorney General recovered from his illness.

I know that. I was referring to Clinton being limited to two terms in office by the 22nd amendment.

well lets not forget that there is a difference between impeachment and removal from office. The house voted to impeach bill, but on 45 senators (short of the 67 needed) voted to remove him from office. The house votes to impeach a president and the senate sits as a jury with the chief justice presiding. clinton was never forced out of office. |
