There are interviews with Lee Perry where he doesn't talk like this. And his close friends and family say that he can switch it off and be a 'normal' family man. You can even see him laughing to himself (at 1:45), probably at Holland's reaction to his weirdness. I think he's an existentialist, so the line between acting mad and being mad is constantly redefining itself -the weed does influence this though. But he wouldn't be able to function as a producer if he was actually as mad as he seems.

These Bogily-wogily mind tricks R2 open Holland's little boogie-woogie mind. Same with Vincent van Gogh -his strange 'twisting' or warped paintings were entirely deliberate, just look at the preliminary sketches of even his strangest paintings.
