This is a song by Sound Horizon --they're a band, but I don't know if that's the perfect definition. They don't have any permanent members except Revo (silver wig, playing the guitar in this song). To me, they resemble the long-dead tradition of traveling troupes, or theatre companies. Revo composes all the music; every song tells a story and is part of the bigger story told by the album/concert. This song is from their album Roman (the French word for novel) and means 'Red Windmill'.
